Service requests
Receipt of services documents required:
1) the seller or buyer must submit an application for the consideration of the right of pre-emption (in a free form or using the proposed model) to which the purchase contract is attached;
2) if the application is submitted by an authorised person, the power (original) to represent the seller or buyer in the sale of real estate and/or in the performance of the related activities shall be presented.
Seller or buyer:
- the application may be submitted in person at the Customer Service Centre of the Riga City Council Property Department;
- an application signed with a secure electronic signature may be sent to the e-mail address of the property alienation board of the Riga City Council;
- the application may be sent by post to the Bureau of Property Depropriation of the Riga City Council.

Upon receipt of the purchase contract, a statement regarding the acceptance of the real estate purchase contract shall be issued in the local government;
Within 5 working days of the adoption of the purchase contract in the local government, a statement regarding the refusal to exercise the right of pre-emption;
Within 20 days after the adoption of the purchase contract in the municipality - a decision of the Riga City Council regarding the exercise of the right of pre-emption or a refusal to exercise the right of pre-emption;
Within 2 months of the adoption of the purchase contract in the municipality - a decision of the Riga City Council regarding the exercise of the right of pre-emption or a statement regarding the refusal to exercise the right of pre-emption.
The service execution documents shall be received in person, the e-mail address of the person indicated in the application, signed with a secure electronic signature, or by post, as well as shall be placed in the State Uniform computerised Land Register, using an online solution specifically provided for it.
